About the JHMB

The Joint Health Management Board (JHMB) functions ensure that the District’s employee-benefit plans meet the requirements of each union’s collective bargaining agreement and contracts, while maintaining the most affordable benefits available for both the District and its employees and retirees. It is comprised of members from several groups working within the Fresno Unified School District, including management and representatives from each of the unions with members working within the District.

Meet the JHMB – Interview Features

The District’s Joint Health Management Board (JHMB) continuously strives to build and maintain a cost-effective healthcare program for our employees, retirees, and their families. Through relentless reviews, difficult discussions, and meticulous management, Labor and Management work together to provide you and your family with a health plan and wellness program to support you along your path to better health. Take a moment to meet a few of your JHMB Directors, learn about the Plan, and how it has affected the lives of our members.

September 2021 – I am currently an Alternate Director for the Building Trades labor group of the JHMB. I have worked in the Irrigation Shop and the Carpenter Shop doing cement for a bit. I joined the JHMB because I wanted to have a say in the decisions affecting the health plans for myself, my peers, and my family. As a proud husband, father, and grandfather, I also pride myself on being happy, friendly, and direct. I noticed people retiring and saw an opportunity to step up and make a better tomorrow for everyone affected by the JHMB’s decisions regarding the District’s health and wellness offerings. Having worked for the District for 26 years, it’s important to me to see the people I’ve worked with and their family’s all be blessed with good health, happiness and secure in their lives.

I know that the work I do on the JHMB makes a difference in the lives of my colleagues across the District. For me, the prescription drug plan has been very helpful in getting medications cheaper for my family. The telehealth service has also been a great supplement to seeing my primary care physician.

Final Thoughts

The JHMB is made of people just like you – all different people with different backgrounds, trying to save money for our members and offer you better healthcare. So, I ask you, to look at all your healthcare offers. You’d be surprised what you find out – I know I was! As a final note, I want to specifically thank our Administrators, Professional Staff, and all of Labor for being so welcoming, supportive, and working together to get higher quality medical care for our members.
July 2021 – I began my educational career as a Special Education teacher in 1984 and retired as a Kindergarten teacher in June 2021. I served as the FTA Rep for Holland Elementary for 20 years and the staff’s Wellness Champion. I am also very proud to have served as an FTA Director on JHMB from its inception in 2005. I helped to establish the Wellness Committee, which oversees the WellPATH Employee Wellness Program, and have been a member since its formation. I joined JHMB because I believe it is important for all Labor partners to have a voice in the managing and maintaining of our self-funded plan. I think it is vital for Management and Labor to work collaboratively to provide the highest quality medical benefits to our employees, retirees, and their families.

Our Work Affect Lives

The JHMB’s wellness offerings have supported my passion for staying healthy and fit, especially as I get older. Over the years, I have had a cooking class, fitness classes, flu shot clinics, and health screenings at my site. The Wellness Challenges have motivated me to push myself and given me a great team of amazing ladies to partner with for the walks/runs – thanks Shauna and Lisa! All these wonderful programs are FREE and some even come with perks – did I mention gift cards? If you have never used the services of the EAP, then I highly encourage you to look into this amazing program. I called them when my mother needed in-home care and I felt overwhelmed by the process of finding someone myself. They did all the research for me and sent me a list of recommendations in her area, complete with background information and ratings. What a source of support for me and my family!

Final Thoughts

Many employees do not know about and/or use the incredible programs and services provided by the District’s Health and Wellness Plan. We at the JHMB have continually made it our mission to eliminate barriers and provide support to all of our members on their journey to better health and improved quality of life. It is my heartfelt wish that more people take the opportunity to join a fitness class, put together a team for a wellness challenge, try PlushCare Telehealth, get their annual physical and flu shot, as well as take care of their mental health. You must know that each everyone on the JHMB is committed to YOU – the dedicated employees and retirees of the Fresno Unified School District!
April 2021 – My name is Stan Perry and I’m currently a Campus Safety Assistant for the District. My role with the JHMB is to ensure that all District employees have the best healthcare plan at a reasonable cost to themselves and their families. Along with my partners on the Board, I make sure that each and every District employee has access to the most efficient and effective healthcare package our plan can afford.

One of the great benefits of our health plan is the PlushCare Telehealth app. Using the service, I can receive an in-home appointment from a qualified health professional, along with access to quality medications, from the comfort and convenience of my own home – which is especially helpful in this Covid-19 era. I’m thankful for the JHMB offering this type of personal care for myself and my family.

I wish our fellow employees knew the kind of time and effort that each member of the JHMB dedicates – without any monetary incentives – to ensure that our employees and their families have access to a high quality healthcare plan. December 2020 – I just retired from teaching after 34 years. I have been a member of the JHMB since May 2008, and currently hold positions on all of JHMB sub-committees. I was appointed to my current position by FTA in 2008 because of my passion for healthcare. For my part, there is nothing more important than your health. I wanted this position because I did not trust anyone else to do it. By protecting myself, I am protecting over 27,000 lives as well.

Two years ago I started dyeing my hair – HOT HOT PINK! I did this from the first day of October to the last day to bring awareness to the plague of the 21st century: CANCER. This past September, I lost a dear friend – Doc (Tim Liles) – to this filth. Preventative care is just as important as finding a way of eradicating this robber of life, this disfigurer, this disease. December 2020 – I am currently an Analyst II in the Benefits Department. The Benefits Department oversees employee eligibility, whereas the JHMB oversees the entire health and welfare plan for Fresno Unified School District. I joined the JHMB with the overarching goal of providing our members with a comprehensive health and welfare package at the most cost effective rates possible.

In this fast-paced environment, PlushCare has quickly become the number one resource for my medical needs. PlushCare allows me the flexibility to schedule a telemedicine appointment with a trusted doctor without taking up my entire day. While I was in graduate school, multiple times I schedule a telemedicine appointment as I was walking out of work. Through the PlushCare platform, my doctor had the ability to send my prescription needs to a pharmacy of my choice. I was then able to pick up my medication on the way home from school. The JHMB includes a diverse group of members from the management classification and from each labor group. The JHMB also contracts various professional consultants to help guide the team as we review and explore the best healthcare decisions for our members. From my experience, every individual that sits on the JHMB brings forth a unique skill set that helps strengthen the team. I truly believe we take on these additional roles and responsibilities because we care about the health and livelihood of each and every one of our members, and it shows in each meeting I have attended. There is an incredible amount of passion in the meetings every single month.

Our Mission

The Fresno Unified School District’s Joint Health Management Board’s (JHMB) purpose is to continually:

  • Share responsibility and to build unity between the District and the participating Employee Labor Units;
  • Manage and maintain the highest quality health benefits possible on behalf of Active and Retired Employees;
  • Promote informed and proactive decisions regarding health benefits in the most cost-effective, innovative and efficient manner; 
  • Develop and promote wellness education; and
  • Enable participants to become informed and responsible health care consumers.
