Notice Regarding Premium Contributions
The Health Plan Reserve Assessment is a $10 monthly fee that has helped the Joint Health Management Board and Fresno Unified School District offset current and future healthcare cost increases. (Please note, the fee was prorated to $12 for active employees who are on a ten-month deduction schedule.) The funds generated from this assessment have been placed in a Health Plan Reserve to offset current and future health care cost increases as needed. The Board has determined that at this time, such funds are not needed for this purpose. As of Monday, May 1, 2023, members are no longer responsible for contributing to the Health Plan Reserve, and the fee will be suspended until further notice.
As an employee of Fresno Unified School District, all assessments, fees, and premium contributions related to your healthcare plan are automatically deducted from your paychecks on a twelve-month or a ten-month deduction schedule.
If you are on a twelve-month deduction schedule:
- As of Monday, May 1, 2023, you will no longer contribute the $10 Health Plan Reserve Assessment. This means that the last paycheck in which the fee will be included is on Friday, April 28, 2023.
- All other premium contributions will continue to be deducted as usual.
If you are on a ten-month deduction schedule:
- The Health Plan Reserve Assessment has been prorated to $12 to accommodate for the difference in deductions.
- As of Monday, May 1, 2023, you will no longer contribute the $12 Health Plan Reserve Assessment. This means that the last paycheck in which the fee will be included is on Friday, April 28, 2023.
- All other premium contributions will continue to be deducted as usual.
About Retiree Contributions
As a retiree of Fresno Unified School District, all assessments, fees, and premium contributions related to your healthcare plan are either automatically deducted from the checks you receive from CalSTRS or CalPERS or included as part of your recurring manual payments to the District. (Please note, the Assessment was not required for retirees 75+, and those retirees were not affected by this suspension.)
If your monthly premiums are automatically deducted from your pension check:
- You will no longer see the $10.00 Health Plan Reserve Assessment deducted from your CalSTRS or CalPERS pension check as of Monday, May 1, 2023.
- All other premium contributions will continue to be deducted as usual.
If you pay your monthly premiums manually:
- The $10 Health Plan Reserve Assessment will no longer be included as part of your premium contributions as of Monday, May 1, 2023.
- You will continue to make other premium contributions as usual.
The JHMB is committed to ensuring quality benefits for all its members, and as part of these efforts, the Board consistently reevaluates the need for supplemental premium contributions. We are grateful for the opportunity to temporarily reduce the coverage costs for our members while continuing to ensure access to high-quality, accessible care.
